This issue has been resolved. We've switched upstream provider from HE to Cogent. If you still experience slow upload/download speed, please submit a ticket with traceroute and speed tests.

We're currently (04/16/2022 20:22 EST) experiencing network issues with our upstream provider (HE) in New York. It does affect local servers in Staten Island DC (slow upload/download speed). Next week we'll try to reroute traffic via different uplinks.
